Well, the end of the stop Hs2 campaign, not this blog!

As I mentioned yesterday, the Hs2 Hybrid bill sailed through Parliament yesterday by 399 votes to 42. That’s a stonking cross-party majority of 357, or – to put it another way – 61.38% of the UKs 650MPs voted to build Hs2 and only 6.46% to stop it.  Such a large political consensus lays bare the claim that Hs2 is a Tory ‘vanity project’ (or a Labour one for that matter). The vote has also exposed UKIP, who never even bothered to turn up and vote (no change there then, Ed). The result is a final humiliation for the Stop Hs2 campaign as they only gained one extra vote since the 2nd reading of the bill back in 2014. It effectively kills their campaign.

The antis reaction has been to claim that the decision was somehow rushed as the debate in the Commons didn’t last longer. It’s a ridiculous claim when you consider that we’ve been talking about Hs2 since 2009! There’s been numerous debates in both the Commons and the Lords – plus hundreds of hours of discussions during the petitioning process. If this is “rushing” things, no wonder the rest of the world has left us far behind when it comes to modern infrastructure. I’ll bet the Chinese (who’ve built thousands of kilometres of high speed line since 2009) will be having a right old laugh at this!

Needless to say, the StopHs2 campaign is in complete denial. If you want to see how badly, check out the comments on the StopHs2 Facebook page. The amazing thing is, everyone but the antis could see what was coming. Their campaign’s only success has been in lying to itself. It’s consistently lied about the need for Hs2, the level of opposition to Hs2 and that the vast majority of those who object to Hs2 are in fact, Nimbys who live in the way of the route! Some are still refusing to accept the truth. They’re taking to Twitter to condemn MPs as “traitors” who’ve let them down. They make empty threats that MPs will “pay” through the ballot box – which shows both denial and amnesia – as they’ve obviously blanked out what an ineffective disaster their “no votes for you with Hs2” campaign was before the election. In fact, as their votes are concentrated in constituencies of MPs who opposed Hs2 all this would do would be to shoot themselves in both feet!

How much longer the anti Hs2 campaign can keep going now is a good question. Hs2aa have been conspicuous by their absence these past few weeks. Not a peep was heard from them at all yesterday. StopHs2 managed a few desultory tweets & a moan on the website but that was it. There was no demonstration outside Parliament, no full page adverts in the newspapers, just a few dozen people moaning on Twitter. Their campaign has nowhere else to go. It’s exhausted the political route, failed on the legal front and run out of money. It’s bereft of ideas and it’s activist base is dwindling daily. In short – it’s finished.

All that’s left now is for the House of Lords to carry out their scrutiny of the bill. Whether this will cause the Hs2 timetable to slip slightly or not is a matter of conjecture. What isn’t open to doubt is that Hs2 will receive Royal Assent. In the meantime the Hs2 project team will be getting on with preparing for spades in the ground sometime in 2017.

In the meantime, I’ll look forward to blogging less about the campaign to stop Hs2 and more about building Hs2. Watch this space…

This afternoon the Hs2 Phase 1 Hybrid Bill will pass 3rd reading in the House of Commons which effectively means Parliament grants the project planning permission. The bill still has to pass through the House of Lords but they cannot stop the bill becoming law.

To all intents and purposes, today puts an end to the Stop Hs2 campaign as it’s now exhausted the political process. Whilst their campaign may stagger on for a few months until the Lords petitioning is over there’s really nowhere for them to go. The past 6 years have shown that their claims of being a national, grass-roots campaign were false. The heart of their campaign has always been nimbyism – especially from the Chilterns (and to a lesser extent Warwickshire). They never made a political breakthrough and made the fundamental error of trying to stop the project rather than gain support for getting the best financial and environmental mitigation possible. It’s also been a terribly dishonest campaign which hasn’t covered anyone involved with it in glory. A good example of that was yesterdays disgusting attempt to use the victims of the Brussels bombings against Hs2 when their corpses were still warm (see here).

What’s interesting to see is the way the Stop Hs2 campaign is going out with a whimper. Looking at them you’d hardly think today was so important. They’re too weak to organise a demonstration outside Parliament as the last time they tried that (for 2nd reading) less than 100 turned up. They’re too skint to put adverts in the newspapers so they’ve relied on social media – but even that’s a flop. There’s no attempt to make a big splash or get Hs2 trending. Instead there’s just a few lone people tweeting their opposition or making desperate, last minute pleas to their MPs. None of it shows a campaign with any vigour, purpose or determination. To add to the pathetic feeling one of the two surviving anti groups (Hs2aa) appears to have given up on social media, which it’s not used since the 6th March. It’s posted an appeal to MPs on its website but hasn’t noticed it’s website is blocked by most internet browsers as an “attack page”!

I only hope that people living on the next phases of Hs2 who will are genuinely  affected learn from the mistakes the Stophs2 campaigns made and concentrate on getting the best from the project instead. My advice to them would be to ditch the political opportunists who want to exploit you (like UKIP and local campaigners who are only in it for the attention it brings them) and work through the established local political framework to engage with the project. You have a lot of legal protections through environmental and other laws.

What the past 6 years have taught us is that vital national infrastructure shouldn’t be delayed by Victorian political processes such as Hybrid Bills, which allow a vociferous minority to add costs and delays. The good news is that the lessons appear to have been learned. The new infrastructure Commission and an overhaul of the Hybrid Bill process will (hopefully) prevent infrastructure being used as a political football both by politicians and local opposition. Hs2 has in some ways been a remarkable story. The project has maintained the political consensus around it through two general elections and a coalition Government – no mean feat!

I’m working in London today but I hope to catch up with some of the debate this afternoon and blog about the result of the vote later.

UPDATE (21:17).

Well, I didn’t manage to catch any of the debate, but I did see the result. The Hs2 bill passed 3rd reading with a stonking 357 majority. The final vote was 399 to 42. That means only 1 extra MP voted against Hs2 than they did during the second reading back in 2014. What amused me was all the fuss UKIP made about Hs2. Remember this ludicrous claim?

I’ll blog more tomorrow. In the meantime, let’s all enjoy the fact Parliament has spoken with a very loud voice – and that voice has said “build Hs2”.

Whilst the rest of the world looks on with shock and sadness as the terrorist incidents in Brussels unfold, the vultures of the Stop Hs2 campaign have moved in to exploit the still-warm bodies of the dead.

Within minutes of it being announced that Eurostar services between Brussels & London had been suspended, anti Hs2 campaigners were cynically exploiting the news to scaremonger about Hs2 in the UK. Here’s the tweets.

Time & time again the anti Hs2 mob have proved they’re no better than ambulance-chasers, exploiting the news of any rail crash or transport related incident to try scaremonger. It highlights their desperation and lack of morality as well as complete idiocy. The idea we shouldn’t build anything out of fear has always been a strong feature in their campaign, but this time they haven’t even waited until the dead are cold.

What a thoroughly despicable campaign they run.

I’ve not blogged about the anti Hs2 campaign for a little while. This is because – to all intents & purposes – it’s pretty much ceased to exist. There’s been no point in highlighting a crazy campaigner of the week as their social media campaign is full of crazies now all the sensible ones have given up or moved on. I’d be better off trying to award a sensible campaigner of the week.

The two remaining campaign groups (StopHs2 and Hs2aa) have a desultory presence on social media nowadays. StopHs2 manage a few ineffectual tweets a week but Hs2aa have only tweeted 10 times this year. Why they bother is a mystery as pictures of allegedly ’empty’ trains have never got them anywhere anyway. They’ve not even managed to mention the fate of their final legal action which should have been heard by the UN yesterday.

Over the years we were lead to believe there were (allegedly) millions of disgruntled voters directly affected by Hs2 who were itching to stop the project. Needless to say, these imaginary friends never appeared. This weeks announcement that the 3rd reading of the Hybrid Bill is on the 23rd is a great example.

One MP, the shy and retiring member for Lichfield, Michael Fabricant (are you sure this is right? Ed) took to Twitter to announce he was going to present a motion to annul the Hs2 Hybrid bill on the 23rd. Here’s the wording;

OK, the motion is a complete crock that doesn’t stand a chance, but you’d think that the antis would be ganging up to congratulate & support him. After all, he has over 16,000 Twitter followers so you’d think the news would be spreading like wildfire through the Twitterverse, yes?

Nope. It’s two day since Fabricant tweeted his joyous news. Here’s how many people have liked it or retweeted it;

A paltry 27 retweets and 16 likes shows just how parlous the state of the anti Hs2 campaign is nowadays. Still, it goes to show what I’ve always said, the anti Hs2 mob have relied on their imaginary friends and never understood that -as they can’t vote, they’re worse than useless.

Still, there’s one good thing about Fabricant’s motion. It will expose just how few MPs actively oppose Hs2 and may actually hasten the end of the StopHs2 campaign.

Yesterday evening the Hs2 Hybrid Bill Committee released its final report. There were no real surprises in this solid piece of work – although some of it still seems to have come as a shock to the anti Hs2 campaign, but that’s because of the dream world they’ve insisted in living on for the past few years.

The report has rejected all the more outlandish and impossible asks, such as a fully bored tunnel under the Chilterns, terminating the line short at Old Oak Common and restricting train speeds.

The 112 page report has also made some practical and sensible recommendations on the way the phase 2 hybrid bill petitioning process should be revised. Here’s a look at some of the detail. This can only be a brief overview. I’d recommend that those interested read the full report themselves. It can be found here.

I can’t help wondering if the decision was also made with an eye on precedent. If the Committee agreed that an AONB was to be sacrosanct & new transport links had to be tunnelled under it life would be made very difficult for future developments in any AONB. The Ctte went on to say this;

When it came to the idea that Hs2 shouldn’t go to Euston, the Committee had this to say;

So, Euston it is. The Committee were well aware of the potential for disruption to Camden residents lives and made several recommendations & observations in the pages following on from the above.

As for the daft idea put forward by Hs2aa that Hs2 trains should have their speed limited, the Ctte said;

Looking through the report it becomes clear that anti Hs2 campaigners Hs2aa had their arguments rejected time and time again. They’ve not come out of this process at all well.

After dealing with all the substantive matters of the petitions, the Committee moved on to look at the Hybrid Bill process itself. They made several recommendations to streamline the process and make it more relevant to the modern age whilst enhancing the ability of people who are genuinely affected to petition. At the same time they made several specific recommendations that will prevent organisations like the StopHs2 campaign from trying to bog  down the process. If adopted, these will have a major impact on the progress of the Hs2 Phase 2 Hybrid Bill. Locus standi was one such issue.

That said, the Ctte made it clear they were not criticising the majority of petitioners (see 403).

The whole report is a fine piece of work. Hs2 Ltd don’t escape criticism, nor do the Council of Mortgage Lenders or its members for the ridiculous zero valuations applied to some properties affected by Hs2! To my mind all the criticisms are considered and valid.

Anyone who’s ever watched the Committee in action can appreciate the difficulties of the task, so the members of the Committee should be commended for their scrupulous fairness and dedication to the task they were entrusted with. Sadly, StopHs2 campaigners are already doing the opposite. Here’s a taste of their reactions:

Meanwhile, the main anti Hs2 groups seem to be deliberately ignoring the report. StopHs2 are too busy tweeting about a side-show at the PACAC regarding the Hs2 Residents Commissioner whilst nothing has been heard from Hs2aa for days.

Remember the heady days before the general election? UKIP were convinced they’d win seats in the Chilterns as they’d done a volte face on their 2010 manifesto promise to build 3 high speed lines to oppose Hs2. They even produced this cartoon;

The stophs2 campaign had conned UKIP into believing Hs2 was a vital election issue and ran a risible ‘no votes for you with Hs2’ campaign. It was complete hogwash of course. The truth is that (even in the Chilterns) the only people who really care about Hs2 either live directly in its path or are just outside the compensation zone.

The 2015 election was a disaster for both sides as it exposed both were writing cheques neither could cash.

Despite this, both sides still cling to the same fictions. UKIP still think opposing Hs2 will win them votes & the anti Hs2 mob still pretend they’ve electoral clout. So last nights result in the local elections in Chesham (a supposed stophs2 stronghold) will come as a nasty reality-check for both sides.

Well, if they had any sense they would, but sense is the one thing noticeably absent from the anti Hs2 mobs social media campaign nowadays. It’s become the modern refuge for and version of the old green ink brigade! (here’s an explanation of the term for readers who may be unfamiliar with it).

In fact, it’s the green ink brigade who seem to be keeping the antis social media campaign (and I use that term very loosely) going.

More and more of the old campaigners have left the field nowadays. This is due to a combination of factors. One is that many of them have been bought out by Hs2 Ltd & moved on (metaphorically and literally). Another is that most sensible people have worked out that it’s futile. There was a noticeable drop off in their campaign after the Hs2 Hybrid Bill passed with a massive majority and another after last years general election when it was clear the political battle was lost.

As the pragmatists and rational folks have retired, the – how shall I put this? “eccentric” wing have taken taken centre stage. In a few cases they’ve been bolstered by folks who don’t just write in green but prefer the most vivid shades of the colour! They’re a mix of UKIP members, who bring their own particular brand of xenophobia, paranoia and poor education – and the genuinely bonkers. Folk who believe in any conspiracy theory going but think they’re the only one’s who really know the truth. It’s like an internet version of Bedlam, only without the restraints.

To say this leaves their campaign with a image problem is an understatement. If I was Hs2aa or any of the few intellectual Nimbys left, I’d be tearing my hair out at their behaviour as it’s utterly destroyed any credibility they might have claimed to have. It also makes it very easy for politicians to ignore them. When you see some of their tweets and Facebook comments, it’s not difficult to see why. Last Thursday the House of Commons Hs2 Hybrid Bill Committee heard its last petition. At the close of events, Mr Strachan, one of Hs2 Ltd’s QC’s made this statement, which put the process into context;Strachan 1

Yet, for all these remarkable numbers, the process ended with a whimper as the last two surviving anti Hs2 groups (Hs2aa and Stophs2) failed to make any impact with their final petitions.

Part of Hs2aa’s final ask was that Hs2 should have a 300kph speed limit imposed upon it. To justify this they used an ‘expert’ witness. Sadly for them this expert managed to make a fundamental error in his argument, asserting that existing high speed trains used in Germany, France & Japan all had top speeds of 300kph. Here’s a slide from his presentation.

The reality is very different. The Siemens Velaro E has a top speed of 350kph and the version used by Eurostar (the e320) will run at 320kph – the same as the Velaro D in Germany. Here’s a look at the Velaro family.

Alstom TGVs operate at between 300-320kph whilst the newer AGVs run at speeds up to 360kph.

The Japanese high speed fleets also operate at 320kph with the newer N700 capable of 330kph.

Oh, and that still leaves the Bombardier ETR 500 Frecciarossa (max speed 360kph) and the Spanish Talgo T350 (350kph). So, as you can see, the 300kph claim by Hs2aa’s “expert” is misleading nonsense. You can read about Europe’s top 10 high speed trains here.

Needless to say, Hs2aa’s QC had a hard time trying to sell these claims. You can watch the days proceedings here.

The final days hearings on Thursday weren’t any better. Joe Rukin presented StopHs2’s final comments and asks which were so poor that Hs2 Ltd’s QC didn’t even need to reply, pointing out that everything Rukin raised had been said before, so there was no point in wasting the Committee’s time responding!

Petitions done and dusted, the Committee have retired to compile their final report and recommendations, which may be available before the end of February. Expect the Committee to put the final nail in the coffin for antis claims that Hs2 should terminate at Old Oak Common not Euston as well as the idea that Hs2 should be tunnelled all the way under the Chilterns.

This leaves the anti Hs2 campaign with nothing else to do until the House of Lords petitioning process starts later in the year. This is a big problem for them as they’ve no way to keep their campaign going. It’s been losing momentum ever since the Hybrid Bill passed 2nd reading with such a stonking majority. There’s been nothing but bad news for them ever since and the lack of anything happening outside of social media means that many people have given up on the anti campaign.

To add to their woes the social media campaign’s floundering, badly. There’s hardly any activity from either of the two groups. Hs2aa have only tweeted 4 times in 2016. Their website’s been updated 6 times but most of that is the ‘news’ about their appearance at the Committee! Their Facebook page is equally bereft of real news, most of what appears is their tweets about “empty” trains!

StopHs2 are in just as poor a position. They’ve nothing going on so they’re reduced to recycling old stories. Their Facebook page is a joy to behold. The few people commenting (always the same few names) can’t understand why they’ve failed to stophs2 – although the nature of their remarks makes it obvious to outsiders! Twitter isn’t much better. They’re so bereft of ideas they’re now trying to get the Cubbington pear tree top of an EU vote, so they’ve been posting this in several languages;

Quite how voting for a tree is meant to stop hs2 is a mystery, but I suppose they’ve got to keep the bloke bankrolling them thinking they’re still doing something!

In truth, the whole stophs2 Twitter campaign is becoming an embarrassment. Now that most sensible people have abandoned them the lunatics have taken over the asylum. It’s as mad as a box of frogs! Here’s a few examples from today.

Is it any wonder sensible folks have given up on the anti Hs2 campaign when this is what it’s sunk to? How is this vacuous nonsense meant to persuade intelligent folk to support them? All it does is expose the fact their campaign’s a shambles.

I wonder how many more folks will desert it in the next few weeks before the Lords take up the reins & continue the progress of the Hs2 Bill into law?

This week sees the final sessions of the Hs2 Hybrid Bill petitioning in the House of Commons. Despite all the anti Hs2 mobs bluff and bluster they failed to stop the project by bogging it down with petitions. In fact, the Hs2 Committee have sat for less time than the Crossrail Committee!

The Crossrail petitioning process lasted from 13th December 2005 until the 18th October 2007 – over 22 months. In contrast, the Hs2 committee will have sat from the 10th June 2014 until the 3rd February 2016 – less than 19 months.

It’s another abject failure by hs2 antis who are now trying to furiously back-pedal on their claims they ever thought they could Stophs2 with petitions. Here’s a classic example..

Here’s the first analysis of 2016 that looks at the state of play with the anti Hs2 campaign. To be honest I doubt there will be many more of them as their campaign’s falling apart even faster than I thought. 2015 ended badly for them and the trend has got even worse in 2016. How much longer they can pretend they still have a credible campaign is very much open to question.

They only have two campaign groups left in 2016. Stophs2 and Hs2aa. The latter seems to be a group in name only nowadays. Apart from a couple of desultory tweets showing ‘empty’ West Coast trains they’ve done nothing since December 7th 2015. Hs2aa remain totally silent about their last ditch legal appeal to the UN which was due to be considered in December. This suggests it’s not gone well. Meanwhile, the Hs2aa Directors seem to have adopted the line of “every man for himself” by abandoning any coherent campaign and represent their own self-interests at the Hs2 Petitioning Committee instead. This isn’t really surprising as their campaign has nowhere to go. They’ve exhausted the legal options, they’ve failed to make any political impact and there’s nothing else they can do apart from pray they can somehow influence the Lords when the Hs2 bill reaches them (if they last that long). It’s a forlorn hope.

The news from Stophs2 is equally dire. The question really has to be asked now – what’s the point of Stophs2? They have no campaign programme away from social media and no new strategy. There’s also signs that the people they’ve been cruelly hoodwinking for so long (the folk who are genuinely affected by Hs2 as they live on the route) are abandoning them. Joe Rukin was meant to be representing several such folk at the Hs2 Committee hearings. The latest list shows that instead, these people have decided to represent themselves. This effectively puts Joe out of a job as that was his last real reason to exist other than being a ‘rent a quote’ for the dwindling number of media outlets who still pay Stophs2 any attention. They have nothing going on away from social media, there’s no demonstrations, rallies or events planned. In fact, their calendar is bare.

The lack of anything happening in the real world has left the anti Hs2 mob increasingly reliant on social media to keep any pretence of a campaign going, so let’s have a look at the ‘scores on the doors’. I now have a whole year of data on their Facebook and Twitter campaign’s to compare and the results are appalling, especially when you consider that not all followers are supporters (many are simply there to keep an eye on them) and the fact the UK electorate consists of some 46 million plus souls. How many are the anti Hs2 campaign reaching? A tiny, tiny fraction…

So, in 12 months Stophs2 have managed to reach just over 500 more folk on Facebook and less than 500 on Twitter! Hs2aa’s figures are even more dire. 300 odd on Twitter, and an absolutely pathetic 14 on Facebook! I’ve left in 51m (who’ve ceased to exist) and former AGHAST Comms Director Deanne Dukhan as a comparator.The irony here is that Deanne has managed to boost her following by over 68% by NOT Tweeting about Hs2

To pile on more woes, the StopHs2 campaign’s managed to shoot itself in both feet with a blunderbuss by crazily trotting out another petition. One of their campaign’s trademarks is their stubborn refusal to abandon the same tired & failed tactics they’ve been using since the beginning. Personally I believe this is because they genuinely haven’t got a clue what else to do. The “spend Hs2 money on flood protection” petition has been a tactical disaster for them as all it’s done is highlight their lack of countrywide support whilst exposing the fact they really are a bunch of Nimbys! Around 50% of all signatures come from constituencies on the Hs2 route. The only constituency that’s got over a 1000 is (surprise, surprise) in the Chilterns! You can see a full breakdown in this blog. Needless to say, the petition hasn’t got a snowball’s chance in hell of reaching 100,000, it’s not even getting 75 signatures a day, never mind the minimum 549 it needed. It’s another in their long list of failures.

As if that wasn’t bad enough, the parliamentary campaign is going from bad to worse. Back in 2015 Joe Rukin was boasting of how many folks had petitioned against Additional Provision 4 (AP4) of the HS2 bill (a paltry 122). He soon had to eat his works when Locus Standi challenges were upheld against the majority of them. Now the final additional provision (AP5) is in. 22 have petitioned on it but there are Locus challenges against 13 of them! This means that the Petitioning Committee will be winding up very soon, allowing the Hybrid Bill to move on to the next stage. Trying to delay the Hs2 bill with petitions was a central plank of the anti Hs2 campaign. Their hope was this would either make the project too expensive or delay in long enough a new Government might have seconds thought and scrap the project. In the early days antis were cock a hoop as they thought the fact the 1100 plus petitions submitted would do the trick. As usual, they miscalculated – badly. The Hybrid Bill Committee have proven to be firm but fair – and no pushover.

The total lack of success on the part of the anti Hs2 campaign has obviously had an effect on its supporters. Sick of being lied to by a few who still crazily insist they can stop Hs2, their sensible supporters are abandoning them. This steady ebbing of support is affecting their campaign in several ways. It’s leaving them increasingly skint and it’s leaving the lunatics in charge of the (social media) asylum. Most of the anti Hs2 Tweeters are what can only be described as “special people”. They’re the Walter Mitty’s who live in a fantasy world. Here’s a classic example from one Nicholas Batty

At the risk of falling foul of Godwin’s law, they remind me of the last days in Hitler’s bunker. They’re still pretending they have troops to muster, or that an imaginary cavalry is out there who will ride to their rescue at the 11th hour (that was meant to be UKIP at the general election, but we all know what happened there!). To see how bonkers they’ve become on only has to look at the #hs2 hashtag on Twitter, or peruse the StopHs2 Facebook page . (Don’t bother with Hs2aa’s. Like their website, it hasn’t been updated since December 7th!). Quite how a few rather hysterical and out of touch people ranting on social media is meant to convince anyone to join their campaign is a complete mystery.

All the evidence points to the Stophs2 campaign being on the verge of collapse. In many ways it already has as it’s no credibility or capability left. It wouldn’t be unfair to say that now, it’s all over bar the shouting. All that’s left is for the funder(s) to finally pull the plug on StopHs2 and Hs2aa. Will the last person left please turn out the lights…
