After a very pleasant 24 hours exploring the Art Deco delights of Napier we’re on the move again. This time we’re taking the Intercity bus all the way to Wellington, our final North Island stop on this part of the trip. It’s a long-haul on a sold-out double-deck coach. That takes almost 6 hours. We’d have liked to have seen more of Napier and the adjacent town of Hastings (which also has some lovely buildings) but when you’ve only got a month…

Anyway, here’s a few shots from Napier.

The town has a lovely, laid back atmosphere which makes it a very pleasant place to while away a few hours, admiring the buildings, or just sitting outside one of the many cafes to watch the world go by. In February Napier hosts an Art Deco festival, which sounds delightful. With all the palm trees and wall to wall sunshine, the place reminds me more of California than Cleethorpes! The shops are more upmarket too. Dawn was impressed with the quality of the clothes shops and I noticed the organic grocery stores and music shops – not to mention the business dedicated to Art Deco memorabilia. The theme pervades to the town, but not in a tacky, commercial way, more in a celebration of the design. This manifests itself in carefully designed shop signs, or even displays of old wireless in some of the bars. Talking of bars, that’s one thing that’s missing – a proper brew pub! Instead, the town suffers the curse of the ‘plastic Paddy’Irish theme bar – although one of the main ones has closed down – leaving a site ripe for development in the way I’ve mentioned.

We’re well on the way to Palmerston North now, having passed through a series of small Kiwi towns en-route. As before, they feel more American than English, mostly because they’re resolutely low rise and many of the smaller building are constructed from timber. The scenery’s another matter. This is Scotland in all but name.

We’ve just had a half-hour break in Palmerston North, which would’ve been lovely if it wasn’t for the fact that it’s Sunday, so the place is closed! It’s a large town too, but the centre of town around the bus station’s deserted. We managed to find one cafe nearby for a quick drink and a loo stop, but it was all a bit rushed. Whilst we were sitting there I spotted this sign in the window, which was slightly disconcerting.

Heading on from Palmerston we followed highway 1 down the coast to Wellington. It was a lovely drive as the road hugs the coast before weaving & winding its way through the hills that surround Wellington. I’d forgotten just how rugged the landscape is around the city. The roads were remarkably quiet, despite it being the end of the summer holiday for many people.

On arrival at Wellington we were met by an old friend of Dawn’s. Although originally from Yorkshire, Helen has lived over here for many years.  The three of us had a lovely evening at Helen’s home, chatting whilst sharing  Shepherds pie over a glass of wine. The two hadn’t seen each other for 25 years, so I left them to do some catching up and retreated to do a spot of picture editing, so here’s another selection of shots from Napier.

Napier’s main beach is dark shingle and the power of the sea makes it unsuitable for swimming by the inexperienced, but it is beautiful to walk along and watch.

We’re on the move again today. Our day started at 6am due to the strong sunlight streaming through our chalet windows straight onto the bed. The day seemed too good to miss so we were up early, sipping tea and coffee whilst watching the backpackers stumble into life. A bonus was that a staff member pointed out the Saturday market opposite our rooms on the nearby car park so we wandered over to have a look and see what we might grab for breakfast. The market was a relaxed little affair selling some excellent local fruit and veg, bric-a-brac, handicrafts, plants and a variety of Asian cuisine. You could get Indian street food (Dosas ,bhelpuri etc). Chinese steamed pork buns and dim sum or (for the real carnivores) steak sandwiches. We opted for the buns & dim sun. The market was popular with people of all ages and communities and seems to be quite an institution.

We’re temporarily homeless again right now and taken up residence outside the tourist office for the next hour until the Intercity bus arrives to take us to Napier. It’s an attractive place to while away an hour, watching the world go by…

We’re now relaxing in the sun on the roof of our backpackers in Napier after a really interesting day.

When a fairly old single deck coach pitched up to take us to Napier I didn’t hold out much for the journey, but it was far better than I expected. Our first stop was at Taupo, which sits on the edge of a massive lake of the same name. It makes Lake Windermere look like a puddle! You can see it behind this rather odd tourist train that perambulates through the park.

Clearly, Taupo is a base for lots of outdoor activities and seemed a really busy, touristy place. But it wasn’t where we wanted to be. The next part of the journey was the section that surprised me. Our coach began twisting and climbing some roads that wouldn’t have been out of place in the Alps, whilst the scenery was so Scottish it’d have made many tartan-wearers homesick! The only thing that wasn’t typical was the weather, which was stunning. We had horizon to horizon clear blue skies. I gave my phone to Dawn to take a few pictures as she had the window seat. Here’s a sample.

Napier’s a lovely little place with a really interesting (but tragic) history because the town was flattened by an earthquake in 1931 that left scores dead. It was rebuilt in the contemporary architectural stye of the time: Art Deco, which gives the place a time-warp feel and a legacy of some stunning buildings. I’ll add some pictures in the next blog.

I’ll be honest, I’ve had mixed feelings about moving on from Auckland as it’s been great being here. I really like the feel of the place and staying at KKs AirBnB has been a pleasure. On the plus side, we’re both feeling much better physically and we’re looking forward to exploring.

Getting from Mt Roskill to the Sky City bus terminal was pretty painless. The 25L bus stops almost outside KKs gate, so for $11 we got dropped by the Civic theatre, five minute walk from the terminal. Admittedly, it’s a fun 5 minwutes as you’re dragging suitcases uphill as Auckland is anything but flat!

This is my first bus trip here since 1999 and my, has the quality changed!

This double-deck beastie has Wi-Fi, plug sockets, table seats in bays of four and many other mod cons. What hasn’t changed is the fact the drivers are still comedians (something I remember vividly from my last visit). There’s no seat reservations, so I asked the driver if we could sit where we liked. His reply was “sure, just leave me the one with the steering wheel”!

We’re departing Auckland now (09:30) for the 4 hour journey. I’ll keep you posted on the trip…

Our first stop’s been at Manukau on the outskirts of Auckland. The whole area appears to have sprung up in recent years and the bus terminal appears almost new. Dozens of passengers have joined us and the coach is now 90% full with a mix of young European backpackers, senior travellers (I suppose that’s me now!) and Kiwis from all communities.

Next stop: Papakura, a small town on the railway with a real mix of buildings (some colonial) and a wide variety of shops. I’m struck by how much food’s improved in NZ in the past 20 years thanks to the Asian influx. Sushi’s a staple nowadays and spice shops are common. It’s all a far cry from how I remember it! The top deck of our coach gives grandstand views into the suburban gardens we pass and the tally of children’s trampolines makes me realise just how homogenous the world’s becoming.

Lovely! We’ve just passed the yard of a house relocator near Hampton Downs who does exactly what he claims. His yard contains a couple of dozen wooden bungalows of all shapes and sizes that’s he’s picked up from elsewhere and put up for sale!

We’re South of Huntley now and it’s easy to see from the landscape why the Scots felt so at home here.

The road parallels the railway for long stretches at this point. There’d be some great photo opportunities along here – but nothing’s running!

We’ve arrived at Hamilton, where there’s a melee as we exchange passengers. I’ve lost count of the numbers rushing to the top deck front seats only to find them occupied! On the way in we passed the local locomotive depot which was full of stabled electrics due to the holidays.

Our penultimate stop: Cambridge. There’s not a University in sight and the oldest building’s less than 200 years, but it’s a well-kept little place that’s provided more churn to our numbers.

We’ve settled into our backpackers and enjoyed an afternoon enjoying the sights (and smells) of Rotorua, which is pretty much tourist central nowadays. There’s a lot of modern development combined with some lovely old touches, such as this former Spa (latterly a museum) which is being restored following damage suffered in the 2016 earthquake.

Our day ended by sampling a local craft beer establishment as well as a former police station that’s been converted into a pub and named the Pig and Whistle, after which, we ended up at the Thursday night market and sampled some stunning food. Here’s a sample of what was on offer.

We ended up eating at Johnny’s dumpling house, a stall so popular that the queues were massive. When you sampled his wares it was easy to see why. The portions were huge and the dumplings divine! dg315474crop

Best laid plans and all that: I’m currently sat on a train to Leeds with my wife as Dawn’s having to have an ultrasound scan on a shoulder injury, so I’m going with her for a spot of moral support. It’s a pain in more ways than one as time is flying by at the moment and there’s so much to do before we fly out to New Zealand.

Mind you, the concept of time seems to be relative if you’re a member of the Tory party, especially if you’re an MP. Despite the sands running out rapidly on the article 50 date and us getting ever closer to crashing out of the EU in a no-deal scenario, they’ve found time for another round of the interminable civil war to stage a no-confidence vote in the PM. This is proof (were it needed) that the majority of the Tory party only cares about itself and the wealth and ambitions of its members. The rest of the country can go hang. I can see I’m going to indulging in a lot of spleen venting in these next few weeks as these fools take us ever closer to the edge of the precipice.

Whilst my spleen’s up to speed, I’ll have another gripe? What is it about some people who clearly have all the awareness to their surroundings as an amoeba? Here’s an example from today.

These two women have the whole bloody platform to stand on and a waiting room to sit in. So where do they choose to stand? Right in the middle of the doorway! Despite several people having to try and squeeze past them (and being typically British, they never said anytbing to the women) it never entered into their tiny minds that this wasn’t a great place to hand around! I’m beginning to despair of the English and I’m constantly reminded of an old NUT badge from the teachers strikes of the early 1980s that said “if you think education’s expensive, try ignorance”…

From Leeds we had a spin on one of Northern’s Class 170s which have been cascaded from Scotrail. This one was working the 11:55 Leeds-Selby. They’re certainly an improvement on the 158s!

For Dawn, this has been time well spent. Her shoulder injury is capsulitis which was diagnosed by ultrasound. A Corticosteroid injection was administered directly into her shoulder capsule to help ease the inflammation, so I came in useful as a hand-holder! Dawn was given advice on exercise and posture. We went private, so it cost £150, but it was worth it.

The clinic’s in Garforth, to the East of Leeds. It’s a place i’ve never visited before although I’ve passed through the station dozens of times. I was pleasantly surprised by the fact it still manages to retain a functioning High St. I was also interested to see clues to its past in the name of a pub (The Miners) and this building.

Those days are long gone. The last colliery (Rothwell) closed in 1983, the year before the bitter and destructive Miners strike of 84-85.

We’re now in Huddersfield. Slightly later than planned as the Trans-Pennine service we caught was (to no-one’s surprise) delayed. The stopping pattern of the Hull-Manchester service we used has changed, it no longer stops at Batley but the automated announcement still claimed it did, much to the Conductors annoyance!

As we left Garforth I spotted this historical plaque on the Miners pub.

Whilst Dawn’s returned to work I’ve been having a mooch around Huddersfield, looking for a few bits for our New Zealand trip. It’s bleeding freezing tonight, the temperature may be rising in Westminster but the hot air’s certainly not reaching West Yorkshire!

This festive season the town’s gained a new attraction in St George’s Square, outside the station. It’s a tent based pop-up pub (I saw the same thing in Lincoln last month).

I popped in to have a look but didn’t stop for a drink as we’re meeting up with Dawn’s parents for a meal later at the wonderful Thai Sakon.

The food at Thai Sakon was excellent as usual and so were the staff. Here’s my starter: deep fried crispy noodles with prawns in a sweet and sour sauce.

It was a lovely evening with Dawn’s parents. We shared food and laughter. We’re now making our way back home on one of Northern’s less attractive trains.

Job done, I’ve taken my leave of IMechE and popped over to Parliament to offer my support to the people opposing the madness of Brexit which is carrying on across the road right now.

Weather wise, it’s a beautiful day in London.

Politically, it’s an utter shambles. The area around Parliament’s swarming with camera crews eager to grab shots of the political circus. Will we still have a Government in a couple of weeks? Who knows?

I left the political madness and headed to old haunts out East to see how the Great Eastern suburban service from Liverpool St to Shenfield’s changing now. Having been absorbed into the London Underground a few years ago there’s further changes now. The Class 315s which have been the backbone of the route since 1980 are being replaced by the Bombardier built Class 345s. Only a handful of the new trains were running today, but the writings on the wall for the 315s as several have already headed off to various scrapyards. Mind you, I’m not complaining. The new trains are a lot more comfortable! Here’s what the interior of the 345s looks like.

I’m now homeward bound on Grand Central’s 16:27 Kings Cross – Bradford Interchange – and it’s absolutely rammed! This 5-Car Class 180 has people camped out in the vestibules in Standard Class whilst there’s just a single seat spare in 1st Class. Not bad when you consider this service is non-stop as far as Doncaster! Gone are the early days of the West Riding service when having a couple of dozen on was an average load, now GC are incredibly successful. The problem now is how they cater for future growth as the 180s are fixed formation sets – and a small fleet to boot.

The 16:27 has been retimed recently, which appears to have contributed to it’s excellent loadings (this is a Peak service too). It used to leave London at 16:05. That extra time in London means business folk have more flexibility, making it more attractive. Here’s how it looks in Standard and 1st today.

Whilst the Class 313s that still operate Great Northern services are being withdrawn and replaced by Siemens built Class 717s, there was an earlier extinction in London, but this time the units didn’t head to the scrapyard, only the South Coast!

In 1985 17 Class 313s (313001-017) were transferred from Great Northern services and sent to work the DC lines from Euston to Watford Junction. To do this, they were fitted with extra shoegear. Later, other units followed to take over North London Line services from the Class 416s. All the units were were renumbered to 313101- 313117, 313119-123 and 313134. At the advent of privatisation they were operated by Silverlink and continued to work both routes until 2010, when they were replaced by the Bombardier built Class 378 ‘Capitalstars’. Here’s a selection of pictures from their Silverlink and Lorol days.

313101 pulls away from a weed chocked Stratford Low Level station on the 10th June 2002. This section of line was later converted to become part of the Docklands Light Railway.

On the 4th April 2003, 313102 stops at North Wembley on the Watford DC lines with a service to Euston.

313108 trundles towards North Woolwich past Albert Rd in Silvertown on the 4th December 2006, just five days before the line closed. After being abandoned for several years, this track-bed is now part of Crossrail – although at this point Crossrail’s disappeared underground!

On the 15th December 313109 rounds the sharp curves at Willesden Junction on the North London line as it works a service from Stratford to Richmond.

313112 pulls away from Caledonian Rd and Barnsbury on the North London line and heads for Highbury and Islington (seen in the distance) on the 31st July 2009. At this time the NLL was being expanded and the tracks to the left of the train doubled.

Back on the old North Woolwich line on the 4th December 2006 and 313113 is about to enter the 600 yard long Silvertown tunnel on its way to Stratford. The air of neglect is easy to see from this photo. The tunnel is now part of Crossrail.

On the 15th May 2009, 313114 arrives at Euston from Watford Junction. Notice the Silverlink branding has been replaced by white London Overground panels.

On the 16th April 2005, 313120 was presented to the press at Euston in a special ‘back the bid’ livery, supporting London’s bid to host the 2012 Olympic games.

313121 passes under the bridge carrying Chiltern lines services to/from Marylebone at South Hampstead on the 11th June 2010 whilst working a DC lines service to Watford Junction. This unit stayed in the London area as it was converted to a ERTMS signalling test bed for use on the Hertford loop.

The area doesn’t look like this anymore! 313122 pulls into Custom House station on the North Woolwich branch on the 4th December 2006. Crossrail tracks now cover the site whilst 122 went back to old haunts, helping strengthen Moorgate services on the Great Northern.

Old and new. 313123 passes one of its replacements in the shape of ‘Capitalstar’ 378013 (built as a 3-car) outside Caledonian Rd & Barnsbury on the 28th September 2009. 123 has also stayed in London as it was transferred back to Great Northern service.

– and finally…On the 11th June 2006, 313134 emerges from the 320yd long, single bore tunnels at Kensal Green on the DC lines, passing a Bakerloo line train working in the opposite direction. The two very different types of train shared the same tracks between Queens Park and Harrow and Wealdstone.

The weather forecast isn’t as good as it was but we’re off to Ilkley for a days walking with friends regardless. For once we’re not travelling by rail. Instead we’re in a rather different vehicle. Can you guess what it is?

It’s a Tesla.

So, part of the day was really interesting for a completely different reason – the chance to travel in an electric car, hear what the owner thought of it and gather our own impressions.

Jason’s had his Tesla for two years and covered a fair bit of ground in it as he uses it for both business and pleasure. I doubt he’ll mind me describing him as a car enthusiast who’s owned many different vehicles over the years.

Firstly, here’s my impressions of the Tesla S. It’s very roomy, but then it’s a big car. A lot of space inside the saloon is saved by the lack of a transmission. The fact it doesn’t have an engine means it has a (small) front boot as well as a rear one. It’s also very quiet – and stable, that’s because the battery covers the base of the chassis between the wheels, giving the vehicle a very low centre of gravity. Acceleration is impressive, very impressive. It would easily beat shit off a shovel. Jason told me it will do 0-30 in something like 1.5 seconds. He gave us a demonstration of what happens when by putting his foot down for a few seconds and it really did move (all within the speed limit of course).

Then come the caveats. Jason and his partner Nikki talked about the vehicles autopilot and the problems they’ve experienced. Apparently, you can trust it(ish) on roads where there’s clearly defined white lines, but if there’s none – forget it. Jason talked about the time he’d left the car in Autopilot when he was in a queue at traffic lights. The car suddenly decided to take off. Now, when you consider that at Tesla S weighs well over 2 tons and can accelerate rapidly, that’s a lot of kinetic energy – as the car in front that the Tesla didn’t sense found out. Jason’s Tesla rear-ended it so hard that it caused £10,000 worth of damage! Other things I learned were that the build quality is ‘typically American’ (and no, that’s not a compliment) and that because of the cars limited (but still impressive) battery charge life, you really have to be careful about travelling long distances as you have to make sure you can find working charging points. They’re not ‘go anywhere’ vehicles, but I’m sure that this factor will change as the technology improves and expands.

All in all I was quite impressed with the vehicle, just not the much-vaunted auto-pilot capability. Electric cars are certainly here to stay and the technology will continue to develop and improve. They cold make a real difference, but we have to be realistic about them. I still remain deeply cynical about the autonomous car hype and Jason’s experiences re-enforced that. Oh, there’s also the small matter that a Tesla isn’t exactly cheap, this one cost North of £65,000, which doesn’t exactly put it in the household car spending bracket. That said, other car companies will produce mass produced vehicles – which Tesla is failing to do.

OK, I realise that I’ve turned into ‘Top Gear’ here, so let’s get away from cars. The four of us had headed over to Ilkley for a day walking and chance to catch up – and we couldn’t have chosen a better day. Despite the forecast we didn’t see a spot of rain. In fact, the weather was far sunnier than was expected, so we had a great few hours exploring Ilkley Moor. Here’s a selection of pictures.

The Cow and Calf rocks are a busy tourist destination as there’s a car-park just below them. They’re a good base from which to explore the Moor.

Close to the rocks is the hotel and pub of the same name. It’s a great place to have a meal or a drink whilst admiring the views.

I’m currently heading South once more as I have another commission on the South coast tomorrow. Sadly, this means I’m stuck in a train when the sun’s blazing and I’d rather be out and about with the camera. Hopefully I’ll have chance to grab a few shots later.

I’ll also have the chance to sample Southern and GTR train services again. To say it’s been a torrid time for the industry following the May timetable change would be an understatement. I’m not going to go over the reasons why as they’ve already explained in detail by my colleagues on RAIL magazine. My observations would be that as well as the managerial and political failures there’s also been a huge PR failure. The fact is that Northern did themselves no favours at all with a bunker mentality that meant they refused to put up any Directors for media interviews to explain the problems until it was too late and the narrative had been set.

Whilst I have sympathy for rail staff caught up in the problems, I also have huge sympathy for passengers. My nephew tells me that he lost his job due to the impact of delays. Clearly, the railways failed in their primary duty, to get people (reliably) from A to B so I hope the lessons are learned. I believe the railways will, but I’m not so sure about their masters in Parliament and the DfT…

One of the ironies of the situation is people complaining that what happened shows our railways are badly managed and run-run down when the truth is – the root of many of the problems was delays in commissioning new investment in both infrastructure and trains!

I hope when the dust finally settles, people will start to appreciate the major investment the railways are enjoying.

Update. 19:13.

Due to the VTEC service in front of us being cancelled my Grand Central train had a fast clear run into London and arrived 15 minutes early. This allowed me to make a dash across London by tube to Victoria in time to catch an earlier service to the South coast in the shape of the 18:24 to Littlehampton. Needless to say, this 8 car trains rammed! It was wedged departing Victoria and positively sardine-like after leaving Clapham Junction! Our call at East Crodon eased matters slightly but I was interested to see that nearly as many suits got on as off, which says something about the way the towns changing nowadays.

As we head for Gatwick I cast an eye over my fellow passengers and – sure enough – of the 16 people in this section of the coach 12 are staring at screens on smartphones, laptops or ipads! One’s on the phone and another female passenger’s reading a book. One chap’s sleeping, but i’ve no idea about the last guy as all I can see is the back of his balding head!

Unfortunately, the stunning weather I’d enjoyed through Yorkshire and into Cambridgeshire has given way to unappealing heavy grey cloud by Gatwick Airport. There’s still no seats available, but the squash has eased to leave just six passengers standing in the adjacent vestibule.

Finally, after pulling away from Haywards Heath a handful of seats became available and the vestibule was bereft of standees. By the time we called at Burgess Hill the light was so bad that the station lights had come on automatically. At 19:18! In June!

We’re leaving Preston Park on the outskirts of Brighton and space has eased considerably. The train’s still busy (and still profitable) with a seat occupancy of around 60% – although this is about to reduce as we’re pulling ino Hove as I type! After swapping a few commuters for leisure travellers it’s down to 50%. As we’re coach 2 of 8 there’s a fair few folk moving forward as stations here have short platforms.

I’m now at Lancing. It’s hard to believe this place once had a railway carriage and wagon works that employed over 1,500 people! It closed in 1965 and i’m hard put to guess where it stood.

I’m now esconced in my room in the Burlington, a Victorian seafront hotel after arriving in Worthing, checking in and setting off to explore the town. Well, at least t3he beach was attractive!

To be fair, so’s the pier that you can see behind me, but after that it all goes downhill…

I headed back to the main comnercial street to look for a bite to eat and see what the place had to offer. The answer is – not much! OK, there’s a few restaurants and plenty of fast-food joints, but what the place is lacking in is any life. Here’s tbe main shopping area.

Not exactly buzzing, is it? Worthing suffers the same malaise that many small towns do, the main street is nothing but shops it’s not mixed-use. So once the shops close it’s deserted. The other thing I noticed was the lack of pubs and bars. I only saw one ‘proper’ pub (which didn’t look very inviting) and a shop converted into a bar. I’ve never known anything quite like it. Even the promenade is free of pubs or cafe’s. The only one is in my hotel – and half of that’s sheeted off because they’ve got the decorators in (in June?).

What I can’t figure out is why (when you see what the town has to offer) so many hotels were booked up. People can’t be coming here for the nightlife!

There’s an underlying air of poverty about the place too, with a fair few street-drinkers and rough sleepers, but then this part of the world has long had a reputation for DSS hotels. The South coast isn’t always as affluent as some people think. I must admit that what I’ve seen so far won’t have me rushing back. Still, at least I’m being paid to be here! So on that note I’ll bid you goodnight.

Hs2 to Crewe and Manchester. Where’s the opposition?

It’s now the best part of a week since the Hs2 Phase 2a Hybrid Bill sailed past its 2nd reading in the House of Commons by 295 votes to 12. I’ve been crunching the numbers on the latest Stophs2 petition so I thought I’d take a look to see if this has galvanised opposition to Hs2 along the Manchester route. The answer is – anything but. Here’s a spreadsheet examining signatures to the petition allocated by constituency.  I’ve data going back to November but this snapshot goes back to a few days before the bill had its 2nd reading – along with totals for December and January.

The first five constituencies on the list are on the Phase 2 a route and the numbers are lousy, the ‘best’ (Lichfield) has only just managed to get over a third of one percent. It’s slightly behind the overall best which is Tatton with a measly 0.35% of constituents. The petition’s doomed of course, but it does provide an interesting snapshot of feelings along the route and provides an indicator of where the ‘active’ Stophs2 action groups are. They’re few and far between – and nothing in the Greater Manchester area at all.

Here’s what passes for an active group – Mid Cheshire against Hs2 (link). Don’t bother clicking on the ‘events’ section of their website ‘cos there’s nothing there! It’s the same with their Facebook page. Googling them doesn’t reveal any activity either other than moaning to newspapers!

Meanwhile, what of the MPs along the route? Well, of the five phase 2a MPs, only two (Bill Cash & Michael Fabricant) voted against the Phase 2a bill, two abstained and one – Tamworth’s Christopher Pincher voted yes. The 13 MPs on the rest of the route abstained!

I’ll be monitoring the petition result to the bitter end in order to mine the data and judge the strength of the opposition to Hs2 but on current results it’s fair to say it’s ineffectual. The next data of interest will be the number of petitions posted on phase 2a. Unlike on phase 1 there’s no groups trying to canvas petitions or issuing templates for people to follow, so the results are likely to be very different. Of course, the template petitions were a waste of time as they were grouped together!

Now that the national anti Hs2 campaign’s collapsed, the local groups are increasingly isolated. Their ability to lobby MPs is both limited and ineffective as Hs2 continues to enjoy cross-party support and has the backing of most regional political and business leaders, especially in the metropolitan areas. I expect that support to grow as more and more Hs2 construction contracts are let and firms recruit staff and place orders for equipment.

2018 is going to be a very interesting year for Hs2 – if not for its opponents!

The 2nd reading of the Hs2 Phase 2a West Midlands to Crewe Hybrid Bill has been scheduled for Tuesday 30th January.

A number of important decisions are made at 2nd reading. Firstly, the principles of the bill are established. A debate is held, the length of the petitioning process is decided and finally, the premise of the bill is assured. This final bit means that 2nd reading is regarded as Parliament’s intent. If the bill passes with a large majority (as the phase 1 bill did), Parliament’s intent is very clear. After the Second Reading, there can be no amendment which can destroy the principle of the bill.

In addition to referring a hybrid bill to select committee, the House may also give instructions to the select committee. Instructions can prevent the Hybrid Bill select committee from amending certain provisions or allow it to make alterations to infrastructure provided for in the Bill

After the bill passes 2nd reading the petitioning committee (made up of MPs unconnected with the project) will be established.  The composition of a select committee reflects the party balance in the House. The select committee will mostly sit in a quasi-judicial capacity. It will not be looking at principle or policy; its focus will be restricted to addressing mitigation, compensation and adjustment.

It’s the same after the bill passes the formality of 3rd Reading & goes on to the Lords. The whole petitioning process isn’t rerun, and the Lords will have no power to reject or fundamentally alter the Bill.

So, what does this mean for the Stophs2 campaign? They’re toast! It means the focus has moved away from phase 1 and shifted North. Their campaign’s always been very weak and disorganised on this section. All their national groups were Phase 1 based. There are very few active ‘action’ groups locally. Staffordshire’s is a great example of this, they were always divided by the ‘cult of personality’ as local eccentrics or ‘kippers’ (UKIP supporters) tried to use the issue for their own ends. As UKIP has collapsed and is on the verge of bankruptcy, don’t expect much organised opposition there! The recent Stop Hs2 petition on the Government website is a useful indicator as to the health (or otherwise) of the anti Hs2 campaign in the area. Here’s a spreadsheet from yesterday which has a breakdown of the signatures by constituency. From this it’s easy to see how few active anti Hs2 ‘action groups there are.

There will be  number of things to watch out for at 2nd reading, including the size of the majority for the bill, the number of MPs who vote against – and where their constituencies are. After that there’ll be about 3 weeks for people to petition the Committee. The number of petitions will also be of interest, especially as this time electronic submissions will be accepted. For phase 1 petitions actually had to be delivered to Parliament in person.

I wonder if StopHs2 will be organising a rally outside Parliament on the 30th the way they did for 2nd reading of the Phase 1 bill. That was an embarrassment as less than 100 people turned up!

This was meant to be a national demonstration from all the different phases of Hs2. Remember over 6.5 million people live in constituencies Hs2 will pass through, yet less than 100 people turned up to protest!

If there’s no demonstration this time it will say an awful lot about how far the Stop Hs2 campaign’s collapsed.
